Implement a visual Skills Dashboard that maps technical expertise by level and category, providing recruiters with an immediate view of technical depth.

• #1 Skills data includes levels (Expertise, Proficiency, Familiarity).
• #2 New skills-dashboard.html include created and integrated into resume.html.
• #3 Dashboard is visually distinct and professional.

• Refactored _data/resume/skills.yml to include proficiency levels for all technical skills and professional practices.
• Created _includes/resume/skills-dashboard.html providing a categorized, leveled view of expertise.
